The problem is not collecting the signature, it is proving it later
Collecting a signature is the easy part. The costly part shows up months later, when someone questions a document and HR needs to show who signed it, when, and that the document has not changed since. A signed and scanned paper answers the first question poorly and does not answer the other two.
The most common setup is also the most fragile. The document goes out by email, comes back as a PDF with a typed name or a pasted signature image, and is stored in a folder. Anyone can type someone else's name, and the file can still be edited after it is returned.
